Sophia Tong is the Founder and Chief Executive Officer of T and T Consulting Services, Inc. (TATCS), an engineering-led federal technology company helping agencies modernize mission operations, strengthen cybersecurity, and responsibly adopt artificial intelligence. Since founding TATCS in 2004, Ms. Tong has grown the company into a trusted partner supporting defense, health, science, environmental, homeland security, law enforcement, and civilian missions. TATCS has served organizations across the Departments of War, Health and Human Services, Commerce, Treasury, Interior, Justice, Homeland Security, and Veterans Affairs, as well as the Federal Communications Commission.

Under her leadership, TATCS has built capabilities across Enterprise AI Enablement and Engineering, data engineering and analytics, cloud modernization, cybersecurity, DevSecOps, digital transformation, and enterprise IT operations. Ms. Tong is now leading the 

company’s efforts to help organizations move from AI exploration to secure, responsible, and measurable adoption. This vision also led to the development of QuerySmith™, a secure, model-agnostic enterprise AI platform that helps organizations turn trusted data into actionable intelligence while maintaining control over their data, access, and deployment environment.

Ms. Tong’s leadership philosophy is grounded in the belief that people build trust, processes deliver consistency, and technology accelerates mission outcomes. Drawing on more than 15 years of experience in software engineering, application development, and program leadership, she sets TATCS’s strategic direction and invests in the people, engineering capabilities, and partnerships that drive innovation and sustainable growth.

Ms. Tong completed the YPO Entrepreneurship Executive Program at Stanford University Graduate School of Business. She holds a Master of Science in Computer Science from the University of Maryland and a Bachelor of Science in Computer Science and Information Engineering from National Chiao Tung University in Taiwan. Under her leadership, TATCS has achieved CMMI Maturity Level 3 appraisals, ISO 9001, ISO 20000-1, and ISO 27001 certifications, and final CMMC 2.0 Level 2 certification. Her accomplishments have been recognized by the American Business Awards, Washington Business Journal, U.S. Women’s Chamber of Commerce, and U.S. Small Business Administration.
