Sophia Tong

Founder &

Chief Executive Officer

Ms. Tong provides exemplary leadership and drives T&T's strategic direction. Her contributions have been instrumental in creating steady growth for the company. Under Ms.  Tong's leadership and stewardship, T&T has grown from its founding in 2004 to a Capability Maturity Model Integration (CMMI) Maturity Level 3 for Services and Development appraised, and ISO 9001 and 20000-1 certified organization, with a broad array of federal government and commercial clients. Under her guidance, the company has enjoyed many years of uninterrupted growth and success.

Ms. Tong earned her Master of Science in Computer Science from the University of Maryland, and her Bachelor of Science in Computer  Science and Information Engineering from National Chiao Tung University in Taiwan. She is a certified Project Management Professional (PMP) and is also Information Technology Infrastructure Library (ITIL) certified.

 

With over 15 years of direct experience in software engineering and project management, Ms. Tong provides a balanced technical and functional skill set and has played a vital leadership role in many of T&T's application development projects. She has built strong organizations and processes through effective communications and partnerships.

Ms. Tong has been recognized for her work and leadership through many professional awards, including the 2018 American Business Awards Executive of the Year Award, the Washington Business Journal's 2018 Minority Business Leader Award, the US Women's Chamber of Commerce (USWCC) Growth Master Award, 2019 Small Business Administration (SBA) Small Business Person of the Year in North Virginia.

Mr. Stone possesses over 25 years of progressive technical and business management experience, he is an accomplished leader of large, complex technical projects for government clients including DoD and Civilian agencies. Mr. Stone delivers expertise in program and financial management processes with outstanding proficiency in risk management, quality management, financial management, change and configuration management, and schedule management.

Mr. Stone holds a Bachelor of Science in Economics/Business from the Randolph-Macon College. He is a Certified Project Management Professional (PMP) and Certified Scrum Master (CSM).

John Stone

Eugene Henry

Chief Information Officer

Colonel Henry (USAF, ret) leads T&T’s strategic IT posture.  He has 35 years of Defense and private sector experience in Information Technology (IT) leadership, major weapon systems acquisition, and analytics.  As the Air Force Research Laboratory (AFRL) Chief Information Officer, he led the implementation of AFRL’s first-ever Research, Development, Test & Evaluation (RDT&E) Network that continues to provide secure web connectivity and global scientific collaboration.    Colonel Henry excels in strategic leadership and thought, requirements determination, program management, critical path/inter-dependencies characterization and execution, and mentorship.

Colonel Henry earned his Bachelor of Science in Mathematics, from Angelo State University, and his Master of Science in Operations Research from the Air Force Institute of Technology School of Engineering.  He also obtained DoD Acquisition Level III professional certifications in Program Management; Test & Evaluation; and Systems Planning, Research, Development, and Engineering.

Sherri Meyer

Director of Proposal and Pipeline Management

Ms. Meyer has over 20 years of business and proposal development experience.  She is well versed in all phases of business development including opportunity identification and assessment, capture management and proposal development.  During her career, Ms. Meyer has focused on the on-time delivery of quality and compliant responses to opportunities in the private and public sectors.   

 

Ms. Meyer earned her Bachelor of Science in Business Administration from Central Missouri State University.

Scott McKelvey

Financial Consultant

Mr. McKelvey is a senior-level executive experienced with entrepreneurial and Fortune 200 Companies providing technology products and services to government and commercial customers worldwide. He brings a proven ability to provide proactive leadership in developing and utilizing resources to drive and deliver financial and business growth; able to construct and present business concepts and plans in a coherent and persuasive manner, to negotiate complex contractual issues, and implement operations from inception through profitability. A strategic and analytical decision maker and problem solver who focuses on the overall picture when ascertaining needs and goals, identifying difficulties, streamlining operations, and formulating creative solutions to convert negative situations into positive outcomes with a demonstrated capability to buy/sell companies, integrate organizations and develop effective processes.

 

Mr. McKelvey’s brings over 30 years of strong senior management experience having served as Executive Director and Federal Services Controller for KPMG US; CFO/SVP Business Operations, Global Security and Engineering Solutions Division for L-3 Communications; and CFO/SVP Business Operations & Ethics Officer Technical Resources Sector for Titan Corporation.

Brian Hebbel

Senior Advisor

Mr. Brian Hebbel has over 36 years of federal contracting experience as a federal procurement expert, consultant, author, and trainer. He was a Senior Acquisition Official (Group Director) at the Centers for Medicare & Medicaid Services, Office of Acquisition and Grants Management. He provided oversight to three contracting divisions awarding $1.5 billion in contract awards in FY2017. Under his leadership, he provided oversight and guidance to acquisition strategies and schedules, solicitation requirements, source selection, and resolving complex contracting issues for Government officials and contractors alike. 

He serves as the President of BARC Business Advisors LLC and the visionary of creative conferences, training seminars, and new activities for Government contract training. He is the author of “How to Market & Sell to the U.S. Government, A View from the Inside” and a fictional novel “Painting Deception.” Mr. Hebbel holds a Master’s Degree from the National Defense University, Industrial College of the Armed Forces - National Security Strategy.
