Jessica Payne
Vice President, Service Management and Delivery

Jessica Payne serves as Vice President of Service Management and Delivery at T&T, where she oversees the execution of complex programs supporting key Department of Defense customers. With more than 15 years of experience spanning administrative, technical, and program management roles, she brings a strong foundation in both financial and IT domains across defense operations.

Based in San Antonio, Ms. Payne leads multiple contracts in support of the Department of the Army and the Defense Health Agency’s Command, Control, Communications, Computers, and Information Technology (C4/IT) initiatives. Her leadership spans enterprise-level efforts and regulatory guidance enhancements, driving mission success through disciplined project execution and cross-functional collaboration.
Previously, Ms. Payne served as Project Manager for the Defense Health Agency’s Medical Education and Training Campus, where she led multi-million-dollar initiatives that supported the training and readiness of military medical personnel. She has also played a key role in supporting Capability Maturity Model Integration (CMMI) and ISO certification audits, ensuring adherence to industry-standard quality frameworks and continuous improvement.
Ms. Payne holds a Bachelor of Science in Accounting from the University of Maryland University College and maintains certifications as a Project Management Professional (PMP) and PMI Agile Certified Practitioner (PMI-ACP).
