Jessica Payne serves as Vice President of Corporate Operations at T and T Consulting Services, Inc., where she is responsible for enterprise program execution, operational governance, and delivery excellence across the company’s federal portfolio. With more than 15 years of experience spanning administrative, technical, financial, and program management roles, she brings a disciplined, results-driven approach to supporting complex Department of War and federal civilian missions.

Based in San Antonio, Ms. Payne provides executive oversight for multiple contracts supporting the Department of the Army and the Defense Health Agency, with a focus on Command, Control, Communications, Computers, and Information Technology (C4/IT) initiatives. Her responsibilities include program performance management, risk mitigation, customer engagement, staffing and workforce alignment, and ensuring compliance with contractual, regulatory, and quality requirements.
Ms. Payne has extensive experience managing enterprise-scale IT and operational programs, including infrastructure modernization, service management, and mission support functions. She has led multi-million-dollar initiatives supporting the Defense Health Agency’s Medical Education and Training Campus, directly contributing to the training, readiness, and sustainment of military medical personnel.
In addition to program delivery, Ms. Payne plays a key leadership role in corporate governance and operational maturity. She has supported Capability Maturity Model Integration (CMMI) and ISO certification audits, internal controls development, and continuous process improvement initiatives. Her background enables her to bridge business operations, financial oversight, and technical execution, ensuring programs are delivered efficiently, compliantly, and with a strong focus on customer outcomes.
Ms. Payne holds a Master of Business Administration from Texas A&M University–Corpus Christi and a Bachelor of Science in Accounting from the University of Maryland University College. She is a certified Project Management Professional (PMP) and PMI Agile Certified Practitioner (PMI-ACP). She is recognized for building high-performing teams, mentoring emerging leaders, and fostering a culture of accountability, collaboration, and mission focus.
