Brian Hebbel

Senior Advisor

Brian Hebbel serves as a Senior Advisor to T&T, bringing over 36 years of expertise in federal contracting, acquisition strategy, and procurement operations. A recognized authority in the field, Mr. Hebbel advises on complex acquisition matters, business development strategy, and training initiatives to support the company’s federal sector growth.

Mr. Hebbel previously served as a Senior Acquisition Official and Group Director at the Centers for Medicare & Medicaid Services (CMS), Office of Acquisition and Grants Management. There, he provided oversight to three contracting divisions responsible for awarding $1.5 billion in contracts in FY2017. His leadership encompassed acquisition planning, solicitation development, source selection, and the resolution of complex procurement challenges involving both government officials and industry partners.

In addition to his advisory role at T&T, Mr. Hebbel is President of BARC Business Advisors LLC, where he develops training seminars, conferences, and resources for federal contracting professionals. He is the author of How to Market & Sell to the U.S. Government: A View from the Inside, and the fiction novel Painting Deception.

Mr. Hebbel holds a Master’s degree in National Security Strategy from the National Defense University’s Industrial College of the Armed Forces.
