T&T directly assists the National Institutes of Health with web/application/database programming, administrative support services, on-site IT system support, Operating System and application administration, and data/file server support services. We serve as the primary administrative business process point of contact for a Neurological Disorders and Stroke (NINDS) DIR Java Development unit. T&T is responsible for the administrative oversight of various business processes, procedure development, as well as office management tasks. Our System Administrators (SA) maintain user access control on various systems to ensure network security is highly controlled.

IT Support

We administer Microsoft/Linux/MAC environments, Blackberry Enterprise Servers, Active Directory, IIS, Access Control, Network Security, and Network Connectivity. Routine tasks include support to maintain continual availability of servers to include hardware/software configuration, performance monitoring and tuning, capacity forecasting, troubleshooting, issue resolution, new software releases, upgrades, systematic backup/recovery, security patch management, and assisting with migration plans. In instances where advanced tech support is required, we coordinate with appropriate vendor support and any technical and functional points of contact identified in the support plans. We also help with various web application problems, troubleshooting Tomcat/Java and other application code, along with application and system issues related to firewall security. We provide network backup and restoral support for both servers and data stores. As industry leaders, we implemented emerging technology, e.g., virtualization, Infrastructure as Code (IaC), and Container technology (Docker, OpenStack, Kubernetes).

Software Development and Solutions

Our leads are involved extensively with redesign projects to develop prototypes using Content Management Systems to develop architecture models, site templates, navigation, setup modules and configurations. Additional general web/software development support we have provided throughout NINDS includes: developing upgrades and releases; guiding user requirements analysis; testing web services through SOAP UI; maintaining databases and ETL transactions; preparing high level and detailed program/user level documentation; using Maven scripts to build applications for development, training, and production environments; developing and implementing algorithms for medical imaging; unifying applications on standard platforms based on appropriate framework and technologies; and site navigation and user interface design support. Our team provides well-integrated and cost effective solutions for internal and external websites using Rhythmyx by Percussion. In recent support, we have introduced Continuous Integration/Continuous Delivery (CI/CD) and DevSecOps (Development+ Security+ Operations) CI/CD and DevSecOps for NIH software application development initiatives. Developers rapidly respond to software application and system changes efficiently with robust oversight and control, enabling collaboration among development, system administration, database administration, and configuration management teams.  Finally, we also design standard configurations in accordance with security and operational policies, similar to those of other Government baseline images and standards.


T&T understands the sensitive nature of the work done within the NIH and has a solid approach for supporting Information Security of infrastructure systems and applications. Our team of security experts supports security activities not limited to, but including; developing or reviewing security plans, testing plans, and system documentation; providing recommendations to the client to support each identified security related activity; ensuring systems and application security records are complete and thoroughly documented in accordance with requisite federal guidance; coordinating and interacting with client and engineering staff to ensure security requirements are addressed during system planning, development, and operations; and providing quality assurance to ensure the quality of all security artifacts and related actions.

Operational/Administrative Support

As a Prime contract holder of the NIH Long Term Administrative Support Contract II (LTASC II), T&T supports various NIH Institutes, including the National Institute of Allergy and Infectious Diseases (NIAID), NIH Clinical Center (CC), NIH Office of the Director (OD), National Cancer Institute (NCI), National Eye Institute (NEI), and the NIH Fogarty International Center (FIC). Our Operational and Administrative Support personnel specialize in a wide variety of areas, including travel logistics, budget and program analysis, research activities, human resources, and office management.
