Blanket Purchase Agreement (BPA) for the Next Generation IT Services (NGITS) Program Management and Task Order Integration

The Department of Health and Human Services (HHS) Office of the Chief Information Officer (OCIO) supports the HHS mission by leading the development and implementation of an enterprise information technology (IT) infrastructure across HHS. The HHS OCIO Office of Information Technology Infrastructure and Operations (ITIO) is responsible for providing a reliable, cost effective, scalable, secure, and flexible enterprise computing platform that supports and enhances customer IT needs and capabilities from requirements gathering through design, development, testing, and implementation.

ITIO currently manages multiple IT support services contracts for HHS Staff Division (StaffDiv) and small Operating Division (OpDiv) customers. These contracts are nearing the end of their periods of performance. To ensure the continuity and availability of the critical IT services that ITIO currently provides to HHS customers, ITIO is executing the Next Generation IT Services (NGITS) solicitation to enable HHS to award performance-based follow-on contracts to replace the expiring contracts.

ITIO established the NGITS Program to provide a formal means of communication with NGITS Task Order providers on behalf of ITIO; provide visibility and transparency into NGITS provider performance; and lead the alignment of services under the NGITS Task Orders with ITIO’s organizational structure, personnel skills, and mission requirements. Under the NGITS Program,

ITIO is re-structuring its contracting approach and moving towards a multi-provider environment, with four distinct NGITS BPAs and associated Task Orders (TO): 1) Engineering; 2) Operations; 3) Application Hosting; and 4) Program Management and Task Order Integration.

The NGITS Program will work in tandem with assigned NGITS Task Order Contracting Officers (COs), Contracting Officer’s Representatives (CORs), government technical monitors, and service providers to achieve ITIO’s goals and objectives.
The objective of this BPA is to obtain NGITS Program Management and Task Order Integration services. Task orders under this BPA will provide services to the NGITS Program and ITIO to support standardized Government oversight, management, and integration of the three other NGITS BPAs and associated Task Orders, and to conduct independent testing of solutions engineered in the other Task Orders. The goals of this BPA are to ensure standardization and integration of service interfaces across the other three NGITS Task Order providers, ensure effective oversight and administration, and improve end-to-end delivery of ITIO services to


Orders issued against this BPA will be within scope of the task areas as described below:


Task 1 provides for the overall integrated management of all BPA and associated Task Order tasks to include ensuring that all work activities are performed in a timely, cost effective, and high-quality manner. This includes structuring Task Order activities in a manner that ensures that the provider’s goals and objectives are synchronized with those of the ITIO and reflect the attributes of a transparent and customer-oriented effort. This task includes the provider’s monitoring of work performance, measuring of results, ensuring timely and professional delivery of deliverables and solutions, supporting management decision-making, and facilitating

Task 2 includes all management and technical support functions necessary to assist the NGITS Program Office and ITIO to effectively operate the NGITS Program and to oversee and monitor execution and delivery of the NGITS Engineering, Operations, and Application Hosting Task Orders. This includes program management and technical, functional, and operational support to the NGITS Program Office to develop plans and procedures, assist with program coordination and service delivery integration, assist ITIO with quality assurance surveillance, and conduct at the direction of the Government performance and service level monitoring, compliance audits, and reporting for the NGITS Task Orders.

Task 3 provides the support to ensure that all NGITS Engineering Task Order provider endpoint and infrastructure-engineered solutions configured with or added to the HHS infrastructure or network work together cohesively to achieve the intended results. This includes ensuring that all requirements are adequately tested or demonstrated, that test results meet the customer’s stated
requirement, and results are repeatable.


Task 4 provides for the creation and operation of a testing facility that replicates the HHS production environment to the maximum extent possible and is independent of the NGITS Engineering Test Lab. This task includes the design, purchase, install, configure, maintenance, and operations of a virtualized Independent Test Range that replicates as closely as possible the current HHS infrastructure.


Task 5 provides for additional technical expertise to support ITIO or its customers due to special conditions or urgent needs. This task is intended for the Government to request and obtain ad hoc contractor SME support to assist ITIO execute its programs and projects and to support integrated delivery across NGITS contracts. These services may be ordered at any time at the discretion of the Contracting Officer and may utilize any or all of the previous tasks.


Type of Task Orders: Firm Fixed Price (FFP), Labor Hour (LH), and/or Time and Material (T&M), as specified at the order level.
